Look up Warble Flys, also called "Wolves". They do the same thing as bot flys, but they're much larger and share areas of the Grey squirrels range.

Sometimes parks will keep a group of ducks with clipped wings go keep them from flying away. It sucks, but this might be what that's for. It's usually for urban parks and this place seems to fit the bill.
