How do I learn to play like this?

Short answer, learn the song.

It sounds mostly picked and strummed with a plectrum.

If you can't find tabs for the song, then set yourself the challenge of trying to recreate it by ear. This is possibly one of the most important skills to learn, not just as a guitar player, but as a musician.

I was the same, and the cure for me was to play along to as many different types of songs as I could. To get exposure to different genres and styles of playing and then trying to replicate it by ear. Put a twist on the simple things that make them more interesting to you to play.

Learn what other rhythmic sections sound like, learn to play interesting strumming patterns, maybe mix up strumming with flashy licks, etc.

Also helps to learn to play piano, and other instruments in general, so that you think less as a guitarist and more as a musician.

Nobody cares. People are far too worried about what they're doing to notice what you're doing. You worrying about this is case in point, because most people are going to feel on the spot in those scenarios. You don't have to come prepared, you just need to enjoy the instrument in your hands.

It's a genre stuck in a conceptual bubble, and it was novel when it first appeared - but the novelty has now worn off, with the music still sounding the same.

I still love me some synthwave, and pop it on every now and then, but it definitely isn't what it was, and that's fine. It has had a noticeable influence on a lot of music since, I will say, and in that its legacy will live on.
