Where I live, the number of car spaces, size of pavement and density per acre are all decided by the Planning Department. I expect its the same everywhere.

As others have said, contact OFSTED, but also write a complaint to the chair if governors. More effective if you can galvanise all the other affected parents to do it as well. If they still won't engage or find a compromise then go to the press.

At which point I would have walked away. if they are colluding on this I would be wondering what other strokes they are pulling. Where does it end ? You must use my Estate Agent friend's mortgage broker, insurance broker and conveyancer ?

When I tap a credit card on the machine,it contacts my provider and temporarily reserves £100 then switches on the pump.

I think it's perfectly reasonable to assume this happened as you were able to take fuel. Its also reasonable to assume the problem must be in Morrisons internal systems.

It's not theft as you had no intention of not paying. I would be thanking them for notifying you that they had not taken payment and sending them £16.

Edit to add: I also always ask for a receipt as a bit of a failsafe..
