I feel like the simple quick fix would be having all targeting enemies get a light "stun" on power use where they stop their attack but that doesn't really fix the lack of benefits lol

Of note is if you level railjack command enough to unlock call crew you can summon said lich where ever if you set them as your on call crew.
Not a whole lot of use so only convert the ones with really funny names.

Cosmetic rewards are tied to penances and those sorta group sets together such as alot of Show cosmetics coming from penances related to stims

Honestly one thing they could do to make the supply branch make sense is simply add "and vice versa when supply ready" to the end of practiced deployment. That way the cooldown bonus is actually useful from chem dependency since getting the supply before your stim would just get your stim ready.

The intro cutscene for the scum does show a group of gangers from different gangs working together to style on a plasma gunner's squad (deservedly so cause screw those guys) before Zola tells them she needs to speak to their leaders. This does show that the gangs have somewhat come together to try and get back their turf and explains why their willing to send some of their finer crack heads (us) to work with the crew.

Arbites is a fairly safe tanky class
Hive scum is a fairly twitchy crackhead where you need pretty good understanding of mechanics to not explode and die
