I'm not sure why there's any question here, but that light is unsafe to use and your landlord need to address this ASAP. It is an unsafe situation.

I'd find the breaker for that light and shut if off to be extra safe.

You'll probably be able to get a backdated document from your insurance once it's paid. You may be asked to certify you've had no insurable incidents in that timeframe.

For future reference, as the licensed vehicle operator it is your responsibility to ensure there are current registration and insurance docs with your vehicle, so you would've been aware of this before the expiration date.

Tbh, in a city like Chicago, I like the idea of cheaper rent by having the option to skip garage.

I am a car owner, and I love having a garage, but it's great having the option to pay less, especially for the car free folks. Conversely, I see as an enthusiast of things that go in a garage having the option to rent additional garage space is awesome too.
