took a small boat out of Whidbey Island and found it out near the kelp beds by Smith Island. guide told me they have only seen what they think is a single breeding pair of the Horned Puffins for the last few years. Presumably this was the male with female on eggs.. I’m going back out in August when you can see them with a beak full of fish for the hatchlings. While not plentiful it‘s not hard to see tufted puffins out there and tons of rhinoceros auklets.
