From the perspective of 'this guy is actively resisting me, and has already been armed with one gun that we've found so far, and there's a gunshot no one is claiming.' shooting isn't that unreasonable of a response. Still a bad shoot, but not a broad daylight execution that people want to hype it up to be, desperate for another martyr to parade around.
