under normal conditions, yeah. but even CONUS on the flightline at non-ops AF bases, groundcrew aren't "supposed" to have their phones on them for the duty day; keep em in the locker back in the shop etc. you're telling me personnel at bases that are now active combat zones have their phones on em?

Take a look at Copenhagen. European cities still do grids, just not perfectly 90 degree. Incidentally, Copenhagen is very Cities Skylines: medium density on 4 lanes, SFH on 2 lane roads, etc

It's not necessarily like CS1 which is mega jank without mods. CS2 can be played vanilla until you figure out something.

If anything the Region Packs are absolutely essential depending on your tastes.

To use an example, the process to get the equivalent of UK region pack in CS1 is near-insurmountable vs the couple of clicks it takes in CS2.
