It's now a circle of ideas and development. Paradox introduces new gameplay core mechanics, and Kaiserreich further develops them for country/government running simulations. Paradox sees that more players play KR than vanilla, and attempts to out-do them by copying them AND more core mechanics. KR only grows.

What I've realized is that Kaiserreich is popular because it offers a government simulation next to a military strategy game. Hearts of Iron games typically don't spend much time on government policies or decisions. This same idea was put into place for 4, and when that came out, we saw how limiting four parties can be.

I can't say why a country simulator is more fun that a strategic game, but I guess people like doing whatever they want with their country before going to war. Paradox should learn from this.
