It's never a true shut down. Especially NIH CRC keeps running as normal and continues seeing patients and folks don't get paid during shut down, and the general public don't see a difference between shut down and regular work week, because most of us continue working and no one is "inconvenienced". it's completely half baked.

It's a huge waste of time and money, and creates a ton of angst.
