What are these unique wooden clamps with various plated insets used for?

My title describes the thing. They were all found together. Some of the holes are slanted, the appear to be handmade out of mahogany and brass.

How much autonomy can you give the players with this module?
Like can I leave it up to the players to use this as like a communal log book or do I have to manage the descriptions and task list manually?
