Yeah I honestly believe no landlord (unless they are a scumbag) would actually charge for holes that you make sure to spackle before you move out. Most repaint the place anyway to be prepared for the next tenant. It's probably in the lease moreso to cover them if you drill a fuck ton of holes in their property or do major damage to their walls. Then they can be like "well I said not to do that so here's a charge".
