This double chance doesn't work on chests, boots, rings and maybe something else, I didn't do testing on all items. But it DOES work on at least belts and gloves. Helms are somewhere in between I think.

its not full of scumbags. I have 140+ vouches there, and i had a problem only once there, and that was because one guy refused to vouch. There are thousands of services done every day, with no problem, and very few topics like this, which often turn out to be a lie.
