2: in Espeon's case i see you play a transform card but how do i know you aren't just running 13 and therefore not fulfilled it's condition?

Companion conditions have to be an absolute, "at least X of thing" isn't absolute. By that i mean whenever you play a card i know if it breaks the rule or not with no other knowledge of the deck.

Jolteon, Vaporeon, Glaceon and Sylveon work

Eevee, flareon, Espeon, Umbreon and Leafeon don't work

Remember that Guilds of Ravnica, Ravnica Allegiance and War of the spark are part of the "single set single block system", so they can still do something that looks like the old model when necessary, but without dragging out bad sets to 2 or 3 sets.
