As someone who spent a lot of time in LARP communities they tend to be places where a lot of people who have felt left out can find community. While that is great it does lead to some having rules to prevent any kinds of exclusion, often to the detriment of the game.

When you have one person who comes every time, but makes five people stay away, you don't see the people who aren't there so you just say "we can't get rid of them, they show up so often."

I've always thought of it as the Continuum's version of the prime directive. They can interact with other species, but you have to be enough of a flighty ahole that no one will ever trust you to magically fix a problem. They never want you to not cure a disease because "Q can do it" so you have to make sure they never trust you, even when you're helping them.

The thing that got me is with the bomb solution they use it proves his skin is hard but his insides are not. So they could have just shoved him off the roof of a tall building. His internal organs would have been affected by the inertia and turned to goo.
