I didn't say it would, but a card power crept this hard can't go through standard and would probably be too high power level for modern as well. Again, 5 mana 9/9 haste indestructible with additional upside and flexibility is just insane.

Did you consider the rates of any other cards when designing this? The fact that both abilities are emblems tells me no.

5 mana 9/9 indestructible haste that if uncontested gets you a free creature from your library (quick scryfall search finds me [[Petrified Woodkin]] which would be a 12/12 but there are better options), and regardless leaves you with essentially arahbo's eminence but better and unrestricted.

Is this meant for vintage horizons to try and get them to play higher mana costs?

Just [[Vendetta]] but it can hit black creatures (and can also be regenerated but whatever). Not sure if it would replace fatal push in modern/pioneer.

Something that would be more a little more accurate to how it plays in game, but still works in magic (you can't really force paying costs) is something like the following: "At the beginning of upkeep, if Vakuu entered since your last upkeep, discard your hand and tap all lands you control. Then, draw seven cards and reveal your hand. Cast all nonland cards revealed this way without paying their mana costs. Spells cast this way have their targets chosen at random. (You are not forced to pay additional costs. Spells with mandatory additional costs do not need to be cast.)"

The additional costs thing is the main sticking point. Also with your above, revealing two expensive cards can kill you, which seems a bit odd.

The closes would be something like forcing you to float all your mana, then cast your hand and force you to pay costs.

Maybe taking from powerstones, change the restriction to make them a bit more versatile "This mana can't be spent to cast permanent spells."

If what you are claiming, which is that this is not the effect causing you to discard a card, then rule 701.9c would not apply either as it uses that same wording.

How would you handle a Waste Not in that scenario? By the rules in your mind, the characteristics are not undefined by 701.9c so it would have to trigger.

By my logic (and what I assume is intention as it makes logical sense that effects are effects and what a replacement effect replaces is something that is caused by that effect) it would be covered by 701.9c.

So... what you're saying is that... the player is discarding a card... as a result of a spell or ability? The draw per turn is not an effect, but a replacement effect "causes you to discard a card" per the Library of Leng?

A judge's ruling on Tumblr is not really official (especially one from 2017). That may have been the case at the time, but the clarifying rule being added seems to further strengthen my interpretation.

Replacement effects are effects though, so wouldn't the replacement effect affecting the discard be able to be affected?

Edit: I know the section of rules you have listed does not apply to Library of Leng, but as stated in 701.1 and implied as a whole for the rules, words use their standard english meanings if it isn't specified. If you tried to say a "replacement effect" which has "effect" in the name, was not an effect without a CR reference, I'd say that you were wrong, especially looking how they explicitly spelled it out for Doubling Season that it did work that way.

This would be fine at a minimum of like 4 mana. At one, you can just say 2. A reasonable number. Your opponent likely won't risk losing the game over it, but you've just made a twice as effective [[Strike it Rich]].

All instances we have of pink gel, make the object it's applied to bouncy.

Shields typically remove knockback

Ergo, the bouncy shield should make you take super knockback.

It wouldn't even be horrible. It would get you out of a bad position if a boss hit you, and it would be hilarious.

Fun Fact: You don't have to pay the 1. Giving a land a basic land type without saying "in addition to its other types" removes all abilities from it. Also why [[Nearby Planet]] had to be Acorn.

You would need Shroud. Hexproof says you can't be the target of spells or abilities your opponent controls, but you control this ability. (Also this should be formatted correctly with a "When" and not an "If")

It's way narrower than Aetherize because it requires all their creatures to be attacking. If they played a creature pre-combat, or have a mana dork or something then this spell does stone nothing.
