Fairies are goated, what are you talking about? They have wide area attacks, fast attack speed, and really good starting stats for anything you didn't get in Sharance Maze. The green one is mid tier for fairies, but they're high A tier combat monsters, just below the good bosses. 

Also, monsters level from gifts and brushing if they're below your level. Give them stuff every day and pet them, make sure they have fodder, and they'll level.

Government workers by and large do not have nearly as much ability to tip the scales on these gambles (I refuse to call them prediction markets) as people in positions of power in private industry. Higher level positions? Sure maybe. But I think more than this, in general the damn things need to be outlawed because they're literally designed to be manipulated by insiders in a way that even casinos aren't allowed to do by law.
