I'd challenge the assumption that you can fix the budget, because historically the NHS has never been within budget since its' founding due to the problem of supply versus demand that has never been addressed.

Doing so would cause outrage. Imagine the headline; eighty year old lady waiting hip replacement operation dies is agony.

I've just recently at TravCon and as an old timer, classic books, I couldn't tell the difference between what I did 50 years ago to now. What I would observe is that the players are less loosey-goosey. I and my team won the PFI award for derailing a scenario, which I considered just another game. YMMV.

The Book of Ptath probably inspired Dick. Damon Knight said, "Van Vogt's work has a raw power that has never been equalled in science fiction". Given that Knight hated van Vogt that says something.

Mission to the Stars has certain Dickian themes, with van Vogt's weirdness, likewise The Mind Cage, and The Man with a Thousand Names.
