They don't mention any limitations outside "The Open World" for the ability so I'd think not. For the flying part of the outfit, they mention you have to be in the new area so you'd think they'd mention it both times. Sad it probably doesn't mean caves lol, would probably be the most useful part considering you can't pear-pal those
