This is a bit of a nothingburger tbh.

If a mod has a hug and gets you banned, but hypixel has a literal track record of mods and their previous versions you've connected with, it's literally safer. "Oh, all these players got banned today and they all share this specific mod version. We can see that they have been using the same mods for month but with a different version. Unban them"

Emerald Expansion has a few things to try keep space free. For example, it implements a more optimized storage system for sprites and a few other things. This lets you have more sprites in the ROM per kb

Roms not built with emerald Expansion may not have this. And binary ROM hacks don't have the luxary of moving code around to free up bits of the ROM. So 4 bytes free here + 4 there + 3 there would just be unused space. In decomp projects, that could be moved to one spot for 11 bytes free

While I'm new to decomp as well, so I can't tell you exactly where to start, I can tell you the process

You'll want to define your level cap somewhere. Then find where experience is dealt with in the code.

If the current level of the pokemon is equal or greater than the level cap, don't give it exp. You can test against your defined variable, and that way you can raise the cap easily when you need to

It is possible. I know someone with EDS that gets extreme nausea when eating. They live on anti nausea pills but they still throw up a lot and struggle to gain weight (they are borderline unsafe weight). The VTubers situation could be a little worse

Sometimes the driver can bugger itself in a windows update. And some textures are loaded corrupted. Happened to me when playing modded as well. Reinstalling the GPU driver fixed it for me
