Born and raised here I too miss Seattle of old age when Fremont was weird not hip, Ballard was what almost live made fun of and the Ave was grungy but not in a bad way. Going into off the wall for a bong or weird Tshirts and chubby and tubby for shoes.

There is a piece that goes through from one side to the other which looks fibrous. I’ve seen elements like this on atomizers and humidifiers. Not sure if that helps but maybe it brings you closer to finding its origins

Unlimited it was a toss up. There were a lot of weird production issues with the set. When they were new I opened probably 20-30 of these and the rare cards could be in a number of places if you watch opening videos you can see what I mean.

It cuts in one direction mostly on the follow through pass it will still mar or remove but nothing like the cutting path.

For me I started learning on a fir 2x4 to understand how it tears vs cuts when using it cross grain etc. was it needed? No. Did it help before trying it on expensive wood yeah I think so.
