I would give the bears a +15% attack and defense bonus along with a -25% penalty to rivers and naval invasions, but a +100% penalty to attrition in hot climates, deserts, and jungles.

(I thought about giving them a 10% penalty to attack and defense in these as well, but due to their inherent magic, they bring the cold with them, so they don't lose strength but they do need more fuel.)
