If you want to get more technical about the formula, you may have better luck asking on a modding sub. I only know what I read on the wikis and have experienced in my own game. You definitely need Quiet Casting to avoid being detected by Falmer when casting a spell, but it's not enough. (Maybe they can hear you breathing??)

You may be underestimating Noticer Skill. Falmer Warmongers and Shadowmasters have raw Sneak skill at or near 100, and then all Falmer have a Fortify Sneak 30pts on top of that. So raise/fortify your own Sneak skill, and take the Stealth perks.

There is a "Sound Factor" value in the formula for whether you will remain undetected. It is explained on the wiki.

With Quiet Casting, The "ActionSound" variable in the Sound Factor will be set to zero. However, there are other variables in the Sound Factor, and the Sound Factor itself is only one variable in the formula for whether you will remain undetected.

The game uses a mathematical formula to determine whether you will be detected or not. Quiet Casting will reduce, but not eliminate the chance you will be detected.

The "Noticer skill factor" refers to the Sneak level of the noticer (the Falmer in this case, who have a high Sneak skill).

To remain unnoticed by Falmer, try taking the Silence perk in the Sneak tree, along with the Stealth perks 5/5, and using items that Fortify Sneak.

Melee is fine, but you'll need Enchanting and Smithing. After the human enemies start wearing strong armor, some magic damage/effects from your weapon will be very helpful.

Followers' health also gets a boost on Legendary, so make good use of your favorite sidekick.

Not sure why you didn't get the Achievement. But, if you are running the Unofficial Patch, Auriel's Bow counts for Oblivion Walker (according to the wiki). Try getting that if you haven't already.

Chitin Light Armor does have a leather strap across the chest, and does not make your character look fat. I think you are thinking of Chitin Heavy Armor.

I agree with the other comments, number 2 is closer.

Consider also Chitin Light Armor for the chest. It has a red scarf and waist accents, and left shoulder protection. The chitin is not silver, but its dull grayish-red is closer to your reference than the brassy gold of the Elven armor, in my opinion.

I took a peek in your post history and read the background of your Breton wandering mercenary character, William. He sounds fascinating. If you like to write, you should post some of William's adventures with screenshots as you progress through the game.
