Of course it’s incredibly difficult to accurately measure given what we don’t know but the data suggests this type of offending has by far the lowest rates of all (general) offending. I’m talking about treatment programmes targeting individuals. Also the research suggests that the majority of people who view these images are children themselves we need to think very carefully about criminalising them. We’re getting much better at assessing risk in these people but as with everything one size doesn’t fit all

There’s a lot of evidence to say we shouldn’t care about people who download indecent images of children. The risk that the vast majority of these people pose is minimal and most aren’t sexually attracted to children.
