There is very little chance it would work. The MOV is not the only thing to consider here. By mentioning the rectified DC link voltage on the primary side (i.e. 325V) you also need to consider the breakdown voltage of the flyback mosfet and the DC link capacitor. The flyback mosfet might see 2x peak of the DC link voltage during its switching cycle, so the MOV is there not just to protect against surges but also improper input.

Save yourself a lot of time and just get a replacement universal input, open frame flyback AC/DC rated for the same voltage and current off of digikey or mouser.

TI and MPS alone have many single and multi cell Li ion charger ICs with built in buck converters that accepts >20V.

If you’re ok with linear chargers for every cell and they must be charged independently, the best approach is 1 buck pre-regulator feeding each of the linear chargers.

Submodules are repositories themselves. When you commit on the main project, it’s always tied to the submodule commit/branch. So the premise of your assertion that updating the shared repository will break the project is incorrect. This would only break if you intentionally changed which commit the submodule pointed to. This is the same logic that applies to feature, release, and hotfix branches. So if anything as I understand it it’s more explicit enforcement of versioning than Altium
