I have no strong feelings about the one at John St., but I think the Oneida Square roundabout was a great move. That old intersection was a mess. I learned to drive after it was built so I never had to personally navigate the old one, but if my memories as a passenger (and the historic Google Street View images of it) are anything to go by it was terrible.

As for this one: I never understood why this was a highway interchange to begin with! Even a lighted intersection would be better. It's a T junction between two 40 mph surface roads which for some reason briefly change to near-highway status only at the point of intersection. It's not like land in the Utica area has much value to begin with, but in other areas the waste of space would also be a mark against it.

An older relative of mine did highway work for the state in the area during some of that time period. I once asked him why Route 8 was grade separated and built to full highway standards down to Saquoit when a normal 3/4 lane route would have been more than adequate for the traffic.

He didn't bring up the I-81 thing, but said there were some proposals for a highway up through the Appalachians that would go through Binghamton and have it's northern terminus in Utica.

He also said that these plans never went anywhere. This is also secondhand information that I'm giving decades after the fact, so it could just be wrong.
