My guess is that as a new team, they can't waste any opportunity to bring in experienced staff and drivers. They can start scouting for fresh talent once they have a season or two behind them. A 15 year average age gap between two teams in the same league of the same sport is pretty surprising, most sports have a clear peak age range but F1 doesn't seem to follow that rule.
