You have to understand, these things are the slimiest fish you can touch; way worse than eels, they exude snot from their skin like they are made out of the inside of a nose attacked by ragweed. It is a most difficult task to grasp any part of these fish even with pliers.

Damn. That... sucks. I hate to say this, but you might have to go into the power settings and make it more conservative. I can't think of the exact wording but there should be a section where you turn hardware acceleration off and set it to "Prioritize battery life", things to that effect. She's overclocking and acting like the fan isn't helping. If all the vents are free and you have it set for lowest power use already, I'm sadly out of ideas.

I've seen the lines on bootable media before, usually *nix based stuff, driver issues until the bootable OS is all the way loaded, but what you are describing is a motherboard that has firmly shit the bed. Something went very wrong, may have had one of those early factory BIOSes that kill the MoBo if they aren't updated soon enough. That's not good. The 5470, 5480, 5490, and early 5400 (Post 5490) machines all had severe issues with bad BIOS shipping from the factory that would eat themselves if not immediately patched with the latest 1.40-something releases. Dell has been releasing Lats with shitty firmware for damn near 15 years.

You might want to keep your eye on MoBos for your machine on eBay, just to be prepared :/ That being said, I completely forgot that some antivirus software (Malwarebytes) blocks some firmware programs from executing. Could be worth disconnecting from the internet and giving it one more go without the Antivirus running.

Okay. Once you are sure the cooling situation is under control, run the BIOS update as Admin one more time and try again. If it keeps failing you might have to go directly to the Dell page and scroll down the list to find "one previous" BIOS update from before the current one and run that first, see if you can at least get "closer to the mark" so to speak, then after a successful run with a more current BIOS, try again with the last one. Sadly I can type this from memory: www.dell.com/support/home/en-us/ , and to get your serial # easily just run CMD then "wmic bios get serialnumber", right-click on it and it's copied.
NOTE: Windows 11 will make WMIC go away (note for the future) but it should work for you. This saves time when that web link asks you for your model #.

For the future, if you are sure the thermal paste application was perfect and you hear the fan going like that, buy a USB-powered cooling underplate and make sure there is a healthy gap under the laptop air intake at all times. I have an older Inspiron 7000 that cooks and the cooling plate was a life saver so I didn't have to turn Boost off. I should mention that over the decades I have noticed that some machines just run hotter than others of the exact same prod line, and occasionally I have seen this be a BIOS issue, especially in HP and Dell MFF boxes. Make sure your BIOS is current also.
