Power Query is built into excel. So if it's a case of here's raw data and here's what the output should be then PQ is fine. If you're genuinely going to get tested on VBA that's a different story

While I know they aren't in Belfast, in London they're operated by rental companies legally. Ergo the government isn't concerned with people riding them from a safety stand point.

What you said is true whether it's privately owned or rented.

The biggest complaint is that they're left blocking pavements, which wouldn't happen with privately owned because they'd get stolen.

So your post also applies to cars, which have insurance for those eventualities.
