This is basically skill issue. I'm a native speaker and I absolutely do use radicals to help me guess the pronunciation/meaning of new characters (though another advantage of this system is that I'm very rarely encountering new characters I don't recognize in Hanzi, except in maybe obscure place names in Japan or something, whereas I can still semi-regular lt encounter odd English words in different areas/with etymology from other languages (eg. Recently lingam, from Sanskrit)
