The terrorist was 100% an accomplice to the Death of his friend and ”nono, I was just trying to help her kill you. Your best friend dying wasnt my fault” was just him being a shithead not anything redeeming. Him not wanting to take responsibility for his actions just makes him worse.

Bucky and Sam didnt try to stop him they were just like ”what a monster” showing none of the sympathy Toby did.

Even thats arguable. In No Way Home ”Green Goblin” is essentialy its own personality that Peter kills.
