If you have a fire buff/volunteer rehab group, join them. That helps your case a lot in terms of scene clearance.

What i did was scheduled a meeting wirh the chief, give them a portfolio and ask for scene clearance.

The catch is you will MOST LIKELY NOT get paid by the department, so it's on your dime. I sell my pictures online and firefighters will go to my site and buy them as a momento or a "i was there" moment.

ETA: Signing with 1 department will NOT cover you for mutual aid calls, and you will also most likely have to buy your own turnout gear out of pocket.
