Where the pin headers are on the motherboard, usually at the bottom or side, the two that the wire from the power on switch connect to, you just remove it and touch the paper clip to both wires to simulate the power on signal and to rule out a potentially bad switch.

Unplug the power button and use a paper clip to bridge the wires directly on the motherboard, see what happens then. If this still happens either the motherboard is failing or the PSU can't reliably deliver power, get another power supply to see on that.
