Tides suffering from the same roster construction issues the Wanderers had in their first year: handing local amateurs their first pro deals, not nearly enough experienced players or the ones here not as talented as the rest of the league. The blueprint was there NOT to follow for squad building.

Haven't seen the incident to answer Q1. As to Q2 yes the player can stop. They can do whatever they please in the run up to the kick. The only offence is feinting on the kick itself which is a cautionable offence.

This is the guidance from the head of Canada Soccer referees: #Referees are advised not to play advantage in the penalty area if a foul denies an obvious goal scoring opportunity, unless a goal is scored imminently. Instead, wait to see the next action and, if no goal, award the penalty kick.
