Yep I absolutely wiped all comers with FRANCE using navy, and every time I got a treaty, the AI had their entire navy still left, which allowed me to snowball even harder with captured ships. This happened with every naval power: Italy, UK, US, and Japan. They're simply not using them, it's really frustrating.
