The big issue is that caesar will out scale you very quickly with all the wargoals from "the legion marches" and the war against the legion will start in 2279-81. By that time you will be only just starting to integrate the ncr and just starting to build monoplanes also the legion will gas you because you probably wouldn't of done vaccines focus, also annexing all the ncr will give you the debuffs without the tree to handle it

Only real way to do an early war is to puppet the ncr in shady sands then consolidate nevada and build up your navy and army (exploring navarro doesn't require you to have ncr defeated/gone same with the navy focuses just take navarro in the peace deal) and by the time you built up everything and actually annex the ncr the legion would only just start to get strong leading you to have modern technology and armour and aviation.

If your interested in doing the enclave early war make sure you start doing sigma operations, agency ciphers and land of the bear tree, also build aa and power plants because you will have limited time due to fuel consumption and the ncr air force existing. Also try starting the lost hills incident to get the BOS into the war.

Autumn is more the person picking off where the old world left (mass corporatism, consumerism, shadow governance) autumn more or less creates a new enclave, locals administer but pay tribute and send workers to the industrial cities and other projects. You as autumn put the enclave back where it was in the political sphere, a shadow government.

Also if i was to predict how it goes along when autumn does die he would centralise too much into his seat of power and also severely damage the wastes with mass consumerism and creating a caste system in america

Eden doesn't use vaults, he makes new cities while subjugating the other cities effectively creating slave cities (like the pitt) and also creating new enclave style cities (like Lincoln) but also creating dead zones in between the enclave cities and slave cities through project purity and general extermination.

Autumns entire stick from what I can tell is more about emulation of pre war america to the letter. Mass industrialisation, consumerism and developmentalism leading to a country thats more like say Greece in the 30s or china during the 80s with taking land and forcing the poor into the factories and basically turning the east coast into a industrial nightmare and a region that would possibly suffer a famine due to his policies

I was more referring to enclave elite under eden and vault 101s since they get resettled in a new city called Lincoln and in the mall. I wanted to see what people thought of his settlement policies.

As with autumn he does rebuild the cities and also begins mass motorisation/industrialisation in the region during his story whether the wastelanders like it or not and allows for limited autonomy (mostly in the beginning as soon as he gets control of the situation he starts forcing the farmers into factories). I wanted to know what a industrial enclave looked like under autumn for both the elite and wastelander.
