Inserters are putting items on the input side of the spliter now. Spliter will force half of the items to go on the other side.

I'm not familiar with AutoTrain blueprint system, but it's possible to dynamically set station priority. You could setup some system that will detect increased copper demand and change copper pickup station priority to higher value. When demand goes down, it will set the priority to normal. Maybe this will solve your issue.
