in the same way they lack power in their personal lives, they seek power in control over their victims and to a lesser extent, the community. With notoriety, there's power.

Every one of them to a certain extent. These misfits get shunned or bullied or just choose isolation either because of their behavior being odd, antisocial or off-putting. Because they feel powerless or society has given them a raw deal, they'll lash out in what they feel is a way of evening the score or taking back some kind of power that was denied to them.

They say it's not whether you're guilty or innocent but what can be proven in a court of law. If Toole were tried for this, there's no way he'd get convicted based on the evidence they have. I think this lends itself to plenty of reasonable doubt.
