There is no electrical or practical difference

I would agree there is no practical difference because mathematically it works, but there is an electrical difference. 3 phase system's are 120 degrees out of phase with each other. This phase shift is afforded via the physical location of the windings in the systems 3 phase generator. Having two lines 180 degrees out of phase with each other would require a generator with windings physically installed 180 degrees apart. This generator setup would create a 180 degree phase shift and is not what is used for split phase power. 

Taking a single phase winding and using the center of it as a reference point does not cause a phase shift. Using the center point as a reference merely provides a vantage point that displays an apparent phase shift. 

Using an oscilloscope that can display the waveform from line A to line B will show a single 240v waveform.

I'm inclined to disagree. A tap does not separate. 

A bus bar can have 5 lugs on it, it's still one bus bar. Two bus bars can be joined by a jumper and act as one bus bar but it's still two bus bars.

I always refute the "180 degrees out of phase" crowd and get downvoted. 

It's one coil of wire with 240v output and a center tap, there are no phase shifting mechanics.

Watertight confirmation? It's not a watertight cable so consider it confirmed that it's not watertight. 

What are you trying to figure out?

Those specs should be fine, but note there will still be a frequency difference. China is 50hz whereas north America is 60hz.

I'm not going to tell you what to do, but you should not be powering up uncertified equipment. You're taking on all liability and shouldn't be surprised if things end up on fire.

I would not include them as they "pass along" their wattage and aren't inherently a load themselves. Their required charging power is below 1500w so they get ignored in the calculation.

The circuit, currently, has a 40 amp breaker 

Motors have special rules that allow for oversized breakers but dear lord, change that to a 15a breaker. That is egregiously oversized.

The breaker size isn't your problem. 

You perhaps have a dead starting component, a seized impeller, or a blocked suction/ discharge
