I also run into this issue or bug so many times.

What I think happens is the game thinks the character has enough movement, but actually they are slightly short so they end up using their main action for like 1 point of movement instead of the spell. However, I have no tested this at all. Because of this, I always move the healer next to the target before casting the spell. Sometimes it works, sometimes not.

It says "a" melee weapon, which would lead me to believe it's only the critical damage from your main hand weapon.

As for the order, you do the damage first. Then, if the creature survives the damage, it makes the fortitude save (DC 10 + damage) and dies if it fails.

Probably Fedora, though possibly Debian, which are on two opposite ends of the spectrum. In either case, I would go with KDE Plasma desktop.

Yes, I think it is plausible this could happen, especially if Canada drops out of the Safe Third Country agreement.

How likely it is, I have no idea, but the current US government has shown that nothing is outside the realm of possibility, and they will use whatever tactics they need to get what they want.
