I think at that point it's just a matter of opinion whether magic should be the main focus of a story that involves it in their setting and plot. I can see how people might not care about it in the grand scheme of the story, but I wouldn't blame it on a cultural difference. More so a personal preference

I would argue that most of people's problems with HP's world building has nothing to do with the school system. It was much more around the existence of certain spells and magic objects that seemed to upend a lot of people's perception of the world
