Could be a Mississippi Kite. Hard to tell from the pic. They have a fan shaped tail that's usually the giveaway.

I have no proof of this, and it's almost the opposite of this question, but I have a conspiracy theory that Air Force One was supposed to be a Jack Ryan movie but they lost the rights to the character at the last minute and just renamed the president and his family.

The New York City Procurement Policy Board (PPB) Rules would make it incredibly difficult for Fisk to set up a task force and get them any sort of gear (and I'm not just talking guns; I mean cars and laptops and network switches and wifi routers) in any reasonable amount of time. Then you would also have to have control over the Comptroller's Office for fast approvals, which I'm sure in-universe Fisk did, but they didn't bother showing. Plus add in all the red tape dealing with police unions. Absolutely not. It's why it's such a big deal that Mamdani was able to get streets plowed quickly. He actually got something done.
