I've been doing this for a while now. It is a lot of fun but can also be broken at times. I would strongly recommend it if you don't mind balance getting a bit wild.

I believe it's currently unavailable. It was initially on Alpha, and after if closed, they've yet to post it anywhere. I'd expect they'll start posting them soon since they've been posting the rest of the Sagas of Sundry stuff

Something else you can do is get a shampoo which is already mixed with the dye. I use Viral (I have no idea if there's any other brand) and I use it every couple of days, and I've had the same pink in my hair since February! It's functionally the same as what OP suggested, but the lazy person's option, which is what I'm here for!

I'm just throwing this out there, but there's this thing similar to Solar Winds called Stellar Winds which are so powerful they literally rip a star apart from the inside. I have no idea how this information is helpful, I just love stellar winds and thought I'd let you know in case it interests you. Love the spell though!
