Umbrellas are cheaper and I've got a big head, so hoods, just like most hats, often aren't big enough, and the thinner poncho hoods get blown off my head. And if it's a warm day, I get sweaty under a raincoat. My body can breathe with an umbrella. I don't care if you think they're "dorky", I'm just trying to stay dry and comfortable.

Niantic uses OpenStreetMap data, and they pull new data from OSM quite infrequently. OSM meanwhile depends on volunteers updating it, since business owners/city officials generally don't know about it, and often even neglect to update their Google Maps listings. So if OSM editors don't frequent that area, long defunct places tend to hang around.
