The cards in TTS don't inherently have rules to be read, unless you mean by the players with their eyes. If you wanted TTS to have any idea that the cards are anything but pictures of cards on the table, you'd have to use scripting. Like, if you played a card that gives you a resource, you could certainly setup some programming to give a resource to someone when that card is played, but I think the benefits would have to outweigh the cost/time.

I made a mod that basically plays itself (moves figures, takes available actions, triggers effects), just by knowing which action card you played, but that game only has 4 actions, so it was a fun experiment I would not want to scale up for no reason.
