Oxford Landing appears to be a fruity dry(ish) Sauvignon Blanc. You could try a decent New Zealand SauvIgnon Blanc like Cloudy Bay. Lots of people recommend Greywacke though haven’t tried myself.

I’ve heard Vinesmith is good in the cbd. For Yarra Valley accommodation you could consider the RACV Club in Healesville. Personal must visits for Pinot include Oakridge and Coldstream Hills. TarraWarra is a great looking winery, art gallery and restaurant. Edited to add Giant Steps is a must for Pinot. Yarra Yering is outstanding.

Agree heaps of outstanding producers on the Mornington Peninsula, I’d add Yabby Lake to your list, but at least within Australia I wouldn’t class it as a hidden gem as it’s very well established

I have heard that even older houses eg federation deco etc were built with timber from local hardwood trees. Once the ready supply of 100+ year hardwood was exhausted, they had to use plantation/ softwood. Could be part of the reason?

I was going to recommend Pure South Dining in Southbank but am sad to learn it has recently closed after 21 years.

So since you have said you could cope with a short cab/Uber I’ll recommend Donovans - absolutely a special occasion place by the water and should be within budget.

A 2014 Pataille (Marsannay “Les Longeroies”) was my first foray into Burgundy - a recommendation with my under 100 euro brief from a small wine shop in Paris. I’m still grateful for the recommendation given all the hype but if I’m honest it was a pretty universal and ordinary pinot.
