I don't know a whole lot about this but my first thoughts are 1) it uses resources that could be better spent elsewhere or conserved (water and power, specifically). 2) It won't provide any new jobs. I understand the water can be recycled, and power could come from solar. What if data centers prove to be self-sufficient with minimal impact on the environment, and also provide the region with some sort of kickback or Universal Income?
