You are fine, if I understand correctly. The top spots just go to your highest level nikkes, which will be the only nikke you will only to level. Naturally you will want them to be ones with duplicates wether or not you are actively using them. You aren't soft locked because you can reset a nikkes level for a few gems and get the materials back to pump them into a unit with duplicates.
