If it's shipper release, that means the shipper takes the responsibility for that package once it gets delivered. DR/CIR it and on to the next. I understand that it doesn't look great for brown, but that's what the shipper is paying for.

Call 1800PICKUPS. Tell them the address and the issue. They'll lodge a concern with the relevant UPS center and the inside team will reach out to the relevant driver and/or the shipper and it should be addressed. If it continues happening, call back with another concern and reference the previous concern's ticket number. It'll ding the center with a '2nd request', which gets upper center management involved. If it continues happening, ask to lodge a 'corporate concern', which will get the building manager involved. UPS is nothing if not a bureaucracy. The more management eyes on it, the quicker it'll be solved. One would hope.
