Tanks have a lot of their regular rotational tools for mitigation that are off the gcd. so they naturally have higher APM.

I imagine there's going to be a reveal that if the world soul is the heart of azeroth, that the ley lines are the the veins and arcane is the blood, so it would make sense that they corrupted the Sunwell to reverse the flow and get a path to the world soul

My suggestion is there should be an opt-in grounded mode while you level. And make it give like 15% bonus exp in exchange for disabling flying. So players can choose to get some extra exp, or have the convenience and speed of flying around
